HAL Proposes Shift to Nasik Facility for AMCA's Public-Private SPV Production Model

HAL Proposes Shift to Nasik Facility in AMCA's Public-Private SPV Production Model

India's ambitious AMCA (Advanced Medium Combat Aircraft) program, designed to propel the nation's defense capabilities into the realm of 5th-generation fighters, has gained significant momentum with government approval for development.

Hindustan Aeronautics Limited (HAL), the state-owned aerospace giant, will spearhead the initial production phase, building prototypes and pre-production aircraft.

Public-Private Partnership for Long-Term Production

The long-term manufacturing strategy for the AMCA centers on a Special Purpose Vehicle (SPV) model. This SPV will see a private sector company hold a majority stake, while HAL retains a minority position.

The goal is to harness the combined expertise of both the public and private sectors to ensure the AMCA's efficient and cost-effective production.

Potential Change in Manufacturing Site

A potential shift in strategy has emerged regarding the AMCA's manufacturing facility.

While earlier plans centered on a new joint venture facility in Coimbatore under the Tamil Nadu Defence Industrial Corridor, HAL may now offer its existing facilities in Nasik to the private sector partner.

These facilities are currently undergoing upgrades to support Tejas Mk1A production.

Upgrading vs. New Builds: Considerations

The reasons behind this potential change aren't fully defined. It's possible that upgrading the Nasik facilities could be faster and more cost-effective than building an entirely new plant in Coimbatore.

Additionally, Nasik's existing aerospace ecosystem could provide an advantage for AMCA production.

Milestone Approval and the Road Ahead

The government's green light for the AMCA program is a significant step forward.

Whether a new facility is ultimately built or existing infrastructure is repurposed, the partnership between HAL and a private sector company will be essential.

This collaboration aims to successfully develop and deploy the AMCA, positioning India as a leading force in the global aerospace industry.

Junior Ambani was lobbying for the privatisation of HAL. Manufacturing of sub systems by private companies has increased the cost of Tejas.
On the contrary it has drastically cut down the man hours and thus has compelled HAL to start quoting realistic price estimates. What it did indeed cut down was HAL ability to fleece the government by quoting absurd prices for their aircraft.

are you mentally ill???how can anyone defend HAL??

TUrkey is flying KAAn
TAI has been given far more operational freedom than HAL ever was. Turkey started funding Kaan from 2016 and in 7 years they delivered a prototype.

A major part of R&D in India is struck with DRDO ADA, some subsystems are with NAL. Finally design refining, prototyping and manufacturing is with HAL. Groups of people not in regular contact need to get the job done, which obviously causes delay. Why is it that HAL never disappoints in license manufacturing and only in indigenous products? It is precisely because in license manufacturing, HAL is the only party involved with suppliers whereas in indigenous products, HAL is dependant on a whole set of people who think that they are in the lead.

If you believe that HAL also prints money then I have nothing more to say.

Go and read Snakes in Ganga by Rajeev Malhotra, whom these dalas of Cronies funding in west, [Hint It is not good for our Nation].
I am for privatization , but letting MSME/STartups lead the charge instead of Cronies, allow PSUs act as
final assembler for large project.

look at New Space, AstraMicrowave , AgniKul,Ethereal Machine and i can continue.
It is only HMT and startup Ethereal Machine who make 5 Axis Machine tools in India,
where Tatas were sleeping?
What u saying dude, in fact I personally know atleast two private sector enterprises producing 5 axis milling machines. One is in Peeniya, whike the other is based in Gujrat.

This seems like a good idea and beneficial to all. If a private company wants the deal and start production then they have to make expensive land acquisition costs, setting up production lines, buying the correct machinery, setup facilities etc which costs a lot before they even make the first jet.

If the private company only has to build new production lines, facilities, modify any buildings then they don't have to make any expensive land purchases as they can use and setup whatever they need to do on HALs existing land along with their existing buildings or facilities. After that then the private company can focus on manufacturing and producing the jets rather than having HAL involved in the process at all except with providing the engines which they can manufacture.

HAL chief’s own public admission. And no, it wasn’t on comma. They approved it in under a year(AMCA).
Similar ADMISSIONS are available on other things too- thing is that they actually never get real....just like AMCA project director fantasying about rollout of AMCA before 2029.

It was on comma...CDR was completed a while ago...files for CCS approval have been given a long ago....still more than 1/2 year delay.

As per HAL chief, 2019/2020.
As per ADA( the designing team ) , design itself was not completed by 2019 and was on early state .....

HAL chief's whatever statements doesn't even matter here.

The entire blame for Mk2 lies with HAL. Funds were granted in 2020 as per HAL chief and they blew it all and went back with a bowl to CCS for more funds. No delay was there due to engine issue either. HAL just burned 1000s of crores as per HAL chief.
When was funds granted!? Show me the official proof, not a statement of someone but official news by GOI.

All those are fake stories. If it was any to do with pollution, why did NGT nod for expansion program ? NGT even permitted to reopen the plant.
All the protest was from Christian lobby, 20000 people marched from Snow shine Basilica to ghero the collectorate.
The NGT allowed it to reopen but then the Supreme Court shut it again until they hear the matter on the pollution levels and contamination. Also it was the company which wanted to open a second plant but again plans are upheld until the Supreme Court dispose the matter.

Also your right about the local people being misled and lied to by local politicians and religious groups from priests and imams. Now those who participated in the protests are asking to reopen the refinery as they hardly have any income or jobs.

Those are MSME , not some crazy corporate croni like Tata

No where Peeniya website say their own design , they say distributor and importer.

Ethereal and HMT make own design

There is another company don't recall the name but had an opportunity to interact with one of their representatives few years back. But any way there are more than one company that manufacturers 5- axis milling machine in Gujrat. There is one in Surat Laxmi machine tools that also manufacturers them while there another in Pune.

And that exactly is the strength of private sector/capitalism. Profits. Give them profit and they will do anything for you. If you want them to work for free, then you will get DPSU like results only. Not to mention, HAL and ADA are not letting them participate as per ex-ACM.
How private sector supposed to participate when they know they can't make any profit as they know user end product take years for acceptance from the user!! They can't invest a lot like this without having a clear guarantee.

Laxmi Machine tools do have own 3 Axis Milling Centre, dont know about 5 Axis

Are u serious? HAL had all the freedom with LCA MK2 and were originally scheduled to roll out the prototype in 2023 but that later turned to 2024 and then to 2025. Similarly, they were originally slated to start test trials by 2025 but now they are likely to only commence in 2027. They had a very narrow window of opportunity where the induction of LCA MK2 made any pragmatic sense. Yet they blew it spectacularly. Its been painfully obvious for industry analysts for a while that the AMCA program has been delayed beyond measure and even the AMCA MK1, which is expected to be a 4-4.5 generation fighter will not see service anytime before 2037-40.
I agree with most your points, except that AMCA mk1 is a solid 5th gen fighter. While Tejas Mk2 and Tedbf are 4.5 gen

FOC comes from DRDO. So those acceptance delays are also on part of DRDO. Another reason to reform it.

Only BAL chief’s statements matter here as he is the manufacturer. No one else matters at all in this case.
